TRAINING WORKSHOP ON THE
USE OF THE DL-REV SOFTWARE FOR REVENUE MANAGEMENT
The
Office of the Head of the Local Government Service (OHLGS), in fulfillment of
its mandate to ensure quality service delivery under the Ghana Secondary Cities
Support Program (GSCSP), organized a three-day training workshop on the use of
the DL-REV software for revenue management. The workshop was held at Anita
Hotel, Ejisu, from Wednesday, 18th February 2026 to Saturday, 21st February
2026, and brought together officers from participating municipal assemblies to
strengthen their capacity in modern revenue management practices.
The
training was designed to address both theoretical and practical aspects of
revenue mobilization, with a particular focus on the application of the DL-REV
software. Participants were taken through a wide range of topics, including
revenue mobilization strategies, identification of new revenue items, property
valuation and billing, public engagement through education and communication,
and compliance with legal and regulatory frameworks. The workshop also
introduced the DL-REV software, its key modules, and navigation processes,
while highlighting its benefits such as improved accountability, transparency,
reduction of human errors, wider geographical coverage, automated bill
printing, real-time payment recording, and enhanced monitoring and evaluation
as well informed decision making.
In
addition to these thematic areas, the training emphasized strategies for
mitigating revenue leakages and under-reporting, improving fee fixing
processes, and strengthening informed decision-making. The overall objective
was to equip municipal assemblies with tools and knowledge that would enhance
efficiency, accuracy, and transparency in revenue management.
The
workshop also outlined specific action points and timelines to guide
implementation. These included establishing a governing structure for revenue
management, conducting comprehensive data collection, expanding payment options
such as SMS and digital platforms, and intensifying citizen engagement and
education. Other critical actions identified were property valuation, billing
and distribution, training of revenue collectors and relevant staff, improving
the public image of assemblies, and engaging chiefs and traditional leaders to
foster collaboration and community support.
Participation
in the workshop was drawn from key officers whose roles are central to revenue
administration within the municipal assemblies. Each assembly was represented
by its Coordinating Director, Budget Analyst, MIS Officer, Statistician,
Finance Officer, Internal Auditor, Revenue Accountant, Physical Planning
Officer, and Development Planning Officer.
In
conclusion, the training workshop achieved its intended purpose of equipping
municipal officers with practical skills and knowledge in the use of the DL-REV
software. It provided a platform for assemblies to strengthen their revenue
mobilization strategies, improve accountability, and modernize their systems in
line with the objectives of the Ghana Secondary Cities Support Program. The
outcomes of this training are expected to significantly enhance the efficiency
of municipal assemblies in revenue management and contribute to improved
service delivery across participating districts. Actors from the Ministry of
Local Government will performing monitoring and follow up on Assemblies to
track the progress of implementation since this is a directive from the
Ministry of Local Government to all MMDAs.
Municipal and District Chief Executives as well as Coordinating
Directors are entreated to fully support the implementation process for the
realization of this vision within the shortest possible time.
